Switching a goal-keeper for penalty kick

My 9 year old son had a soccer tournament this weekend with the Malton Soccer League, we saw something that we all believe was illegal and the parents were outrage. The teams were tie 2 goals each so they went to penalty kicks,the other teams was allowed to switch the goal keeper to another player he was not sick or anything,and secondly they had the president of the club as a lines man. Is all this possible? because a lot of us are strongly thinking of moving our childen to another league...

Has to be on field of play at end of regulation NEW

If the player was on the field of play at the end of regulation, then it was a legal switch.

Hi Beverly -

You are correct. Unless they made a substitution before regulation or extra time ran out players on the pitch must finish the game. (exception to this is if goalie is injured and they still have sub. remaining) That is not to say they can't switch positions. They just can't bring someone from the bench for penalties unless it meets the exception.

Example - a goalie can take a penalty shot instead of one of the the 10 field players.

A defender can put on gloves and be the goalie for the penalties but once he/she starts they can't switch. Why a team would do this is beyond me unless it is a younger age team (not much confidence in the goalie).

If they switched that goalie for someone on the bench..that is a no no (unless it meets the injury exception or the league has modified the rules) Which I hope that is not the case.
